1. GENERAL
The 16th Oulu Music Video Festival organizes MusiXine International Music Film Contest on 19-23 August 2009. The contest welcomes films on music, making music and music related phenomena.
2. SUBMISSION REQUIREMENTS
MusiXine International Music Film Contest is open for all filmmakers from around the world. Films with music as a central topic are welcome to enter. However, MusiXine is not a contest for music videos, and the works will not be evaluated for their soundtrack or the use of music in the film.
The contest has no specifically defined contest categories. Entries may be either documentaries or fiction films: tour and concert films, music animations and shorts, rockumentaries, artist biopics and musicals among others.
The film's duration is not regulated: both short and feature films completed after 1 January 2008 may be submitted. MusiXine does not require that the entries be premiere films. Generally, a film may be submitted for entry once only, unless the contents of the film have changed significantly.
3. ENTRY SUBMISSION
To enter, fill in the entry form and send a preview copy of the film to the festival office by 30 April 2009. No participation fee is charged. The festival organization will not return the material submitted for entry and will not pay any shipping costs regarding this entry material.

4. SELECTION OF FILMS
A preliminary jury selected by the festival organization and its Creative Director chooses 8 to 12 films from among the entries to compete in the MusiXine. The final selection will be made by 15 July 2009. Non-selected films will not be separately informed. Feedback on the films evaluated by the preliminary jury is not possible to be given.
The submitter of the film agrees not to withdraw the film from the contest in case it is selected to MusiXine. The screening print/tape of a selected film must be at the festival office on 7 August 2009 at the latest.
PLEASE NOTE, that we do not pay any separate screening fees for the
films in the MusiXine selection. With this principle, we
guarantee a fair and equal standing in a contest with a
considerable main prize.
The decisions of the preliminary jury and the division of films into specific contest screenings is final and cannot be appealed against.
5. JURY AND AWARDS
The festival organization appoints a jury of three film and music professionals for MusiXine International Music Film Contest. The jury is independent, and the selection of the jury members is final. Decisions regarding the jury cannot be appealed against.
The jury evaluates the works selected for the contest for their cinematic merit in the context of music film. Evaluation criteria include the insightful approach to music related theme and the film's artistic achievements.
The jury awards the best film with the MusiXine Main Award. The Main Award is €5,000 and it will be shared with the film's director and producer. The Main Award is donated by Oulu Music Video Festival.
All films selected for the contest will receive a certification of nomination (Official Selection).
The MusiXine award ceremony will take place during the Oulu Music Video Festival. After the ceremony, the winning film will be screened once more. In case other organizations wish to award films in MusiXine International Music Film Contest with their prizes, permission must first be granted by the MusiXine organisers and these rules must be followed.
The MusiXine Main Award is tax free.
6. SCREENING AND PROMOTION
Films selected for the contest are screened in contest screenings during the festival (19-23 August 2009) 1-3 times. All selected films are guaranteed a fair number of screenings in the contest. The festival organization asks for the submitter's permission to use excerpts from the film for festival promotion, marketing and press purposes. Excerpts used specifically for promotional purposes do not exceed three (3) minutes in length.
7. SUBTITLING
Films selected for the MusiXine contest are subtitled in English or Finnish, depending on the language used in the film. If there is no existing translation of the film, a dialogue, narration or intertitle list must be sent to the festival office by 24 July 2009.
8. INVITING CONTEST FILM DIRECTORS TO THE FESTIVAL
All directors of films selected for the MusiXine contest will be invited to visit the festival with one accompanying person. The invitation entitles a two-night accommodation and the festival's VIP pass for two people. If the director cannot travel to the festival, the invitation is transferable to a representative of the production company or distributor.
Please send your guest accreditation to the festival office by 5 August 2009.
9. INSURING AND SHIPPING CONTEST FILMS
The festival organization will insure the contest films against damage caused during the time the screening prints/tapes are at the festival office's possession. The festival organization will also be responsible for storing the prints/tapes appropriately for the time they are in the organisation's possession. The sender takes full responsibility for insuring the screening print/tape for shipping to and from the festival.
The sender is liable to pay all realized shipping costs of sending the screening print/tape to the festival, as well as possible costs incurred by customs clearance and arrangements. Please check the requirements of temporary clearance, if you are shipping outside of the EU countries.
The festival organization will be liable for the shipping costs incurred by delivery of the screening prints/tapes to the return address given on registration. If the film is due to be screened at another festival immediately after the MusiXine, the festival organization participates to the shipping cost with the same amount, as delivered to the return address given on registration. Please inform the festival office about the new delivery address on time.
The screening prints/tapes will be returned within two weeks after the festival, unless the sender and the festival office have agreed otherwise.
